Trump Signs Executive Order Establishing Early Access to AI Models

President Donald Trump signed an executive order Tuesday which establishes a voluntary federal testing program for artificial intelligence systems and directs agencies to strengthen cybersecurity defenses for critical infrastructure.

The order calls for collaboration with leading AI companies to “ensure that the best and most secure technology is deployed rapidly to confront any and all threats to our country.” It explicitly prohibits the federal government from imposing mandatory licensing requirements on AI firms, establishing a cooperative rather than a regulatory model for AI safety. Participating companies would provide advanced models to the government up to 30 days before releasing them to trusted partners.

The directive also instructs agencies including the Pentagon, Treasury Department, and Cybersecurity and Infrastructure Security Agency to coordinate on AI-related security risks and share information provided by AI companies regarding software vulnerabilities and patches.

Finally, the order instructs the attorney general to prioritize prosecutions involving AI-related crimes, especially cybercrimes involving autonomous AI agents.
